Hemoglobin is an oxygen carrier is it universal for all members of the animal kingdom?

It is not universial to all animals. It occurs in the red blood cells of all vertebrates, and certain other animals such as nematode worms, molluscs, and crustaceans. But certain non-animal living things (bacteria, protozoa, plants, fungi, algae) have then too.
