Aquarium filter question?

Ok so I have .25ppm of Ammonia in my aquarium and I cant figure out why (Nitrites at 0 and Nitrates at 10). The tank has been running for as long as I can remember without any issues. I have this filter in my aquarium.... which hasn't been cleaned out for about a month which appears to be extremely gunky... could this be producing it? thanks.
