Is Sarah Palin a socialist when doling out money to Alaskans?

Republicans are so opposed to socialism, but isn't socialism exactly what Sarah Palin has been practicing up in Alaska when doling out money to the people of Alaska from rich oil companies? Is she also "spreading the wealth around" which they so viciously attack Obama for?
