IIf somebody do not write properly in english can't translate a text from english to hungarian or turkish?

Translation should always be in the direction of learned language to native language. Therefore, even though a person may not write expertly in English, if she understands English well and Hungarian or Turkish is her native language, she could translate a text from English into her mother tongue. She could not do it in the reverse direction, though.
